As Uganda moves forward with its digital transformation strategy by 2026, there is a great deal of uncertainty among IT professionals, agencies, and enterprise organisations regarding how much relevance is still attached to ITIL. Given the exponential growth of cloud-based solutions, enhanced use of AI-enabled solutions, and the continuing proliferation of e-government solutions throughout both the numerous ministries and various private organisations, many people now believe that traditional IT management frameworks, such as ITIL/ITSM, are completely irrelevant to today’s IT environments. Several individuals believe that ITIL 4 will be vastly different from anything before ITIL 4, and that in the future,, there will only be demand for developers, not for IT service managers.
However, the confusion surrounding ITIL and its application to Uganda’s evolving IT ecosystem is primarily a result of a lack of understanding of what the ITIL digital transformation framework is and how it fits into Uganda’s overall digital transformation strategy and plans. ITIL has not been replaced; rather, it has evolved over time and with advancements in technology. For IT, digital transformation professionals to continue growing and developing their careers with ITIL certification and ITIL training certification in Uganda, it is critical that all professionals now take the time to thoroughly understand the evolution of ITIL from ITIL 4, how it aligns with cloud and AI technologies, and its future direction(s).
The history of ITIL is characterized by a strong emphasis on structured processes and operational stability; however, although still critical, ITIL 4 has shifted to a greater emphasis on flexibility, integration, and business value than ever before. Rather than focusing solely on processes, ITIL 4 also brings forth the Service Value System (SVS), placing more emphasis on collaboration, output, and continuous improvement.
Organizations in Uganda (many of which are currently operating in hybrid environments – combining legacy systems with cloud-based platforms) must therefore be aware of the importance of these developments. As an example, banks, telecommunications companies, FinTechs, and government agencies all require a dependable service model while also continuing to evolve digitally. The overall goal of providing governance under the framework of the digital ITIL model without constraining innovation provides an opportunity for Ugandan organizations to modernise responsibly.
To implement Uganda’s Digital Initiatives effectively, such as e-Government Portals, National I.D System, Digital Tax Platforms, and Smart Service Delivery, Uganda’s Digital Initiatives rely on stable, well-managed IT Services. Simply using technology does not guarantee achieving your goal, but applying a Service Design, managing the Change, and ensuring Accountability is just as important.
ITIL is a Governance System (and not a Technical Framework) because it provides a link between Digital Tools and Real-world Service Outcomes; both of which are critical to Uganda’s e-Government success.
While some believe that ITIL doesn't apply to cloud computing or AI (artificial intelligence), they are actually one of the best applications for ITIL 4. ITIL doesn't tell you how to build your AI models or set up your cloud environment, but it does let you know how those services should be delivered.
The Uganda private sector has many organizations that either use a cloud platform to scale up their operations or utilize AI to make decisions based on data. Therefore, all organizations would need to have a structured service ownership model, risk management model, and performance management model in place. ITIL will enable organizations to ensure that:
1) Cloud services are delivered to clients at a reasonable cost, and they continue to provide reliable services
2) AI services are delivered to clients in alignment with their business needs and all relevant legislation
3) All incidents, changes, and service outages are managed effectively
Governance is critical for organizations operating in regulated industries, including but not limited to banking and financial services, telecommunications, and government entities.
While ITIL has evolved through modernisation, many principles have not changed, and that is for a good reason. In ITIL, continual development and, therefore, value creation and customer satisfaction are still top priorities, and remain constant for ITIL. ITIL 4 Foundation uses these principles to give professional practitioners a solid understanding of technology, as well as how their services provide value, in measurable terms.
Furthermore, the relevance of ITIL continues strongly in environments that value reliable services, compliance with regulations, and trust from people. Even within completely digitised organisations, structured ISM practices still play a vital role in preventing service failures and inefficiencies.

The job market for IT professionals in Uganda will be focused on supporting the development of the link between technology and achieving business results by the close of 2026.
